The New Syria will ENSURE THE RESUMPTION OF ECONOMIC ACTIVITIES, by
Focusing on the uninterrupted provision of critical public utilities like clean water, sanitation, electricity, and public services like public transportation, education and health care
Protecting public and private property, especially in the immediate period following the collapse of the regime
Reconstructing towns and cities devastated by the regime’s war on the Syrian people
Fighting hyper inflation and stabilizing the Syrian pound
The New Syria will PRESERVE THE FUNCTIONING OF PUBLIC SERVICES AND INSTITUTIONS, by
Continuing to pay public sector salaries, by means of budgetary support from international donors, as well as the swift resumption of exports, and by increasing government revenues through the just collection of taxes
Enhancing the efficiency of public sector workers and retaining qualified experts in all parts of the administration
The New Syria will ESTABLISH THE RULE OF LAW AND PROMOTE GOOD GOVERNANCE, by
Enforcing the principles of transparency and accountability
Fighting nepotism, clientelism, and corruption
Ensuring the restitution of illicit assets of the former regime to the Syrian state
Giving everyone equal access to the judicial system and ensuring transparent enforcement of court rulings
Developing a tax system that collects and allocates revenues in line with transparent national objectives
Promoting decentralization and municipal local economic development in all Syrian cities
The New Syria will RESTORE ACCESS OF SYRIAN PRODUCTS AND SERVICES TO INTERNATIONAL MARKETS, by
Working with its international partners to ensure the immediate lifting of sanctions
Facilitating greater trade ties with countries in the region, as well as other key trading partners
The New Syria will EMPOWER THE PRIVATE SECTOR, by
Implementing a sound competition policy and transparent regulation
Reforming the financial sector to improve access of Syrian entrepreneurs to funds to start or expand businesses.
Paying particular attention to the needs of small and medium sized businesses
Ensuring the orderly and socially responsible restructuring of state owned enterprises
Creating a business climate that encourages both domestic and foreign investment
Encouraging the Syrian community abroad to contribute to the rebuilding of the Syrian economy
The New Syria will PROMOTE EQUALITY AND SOCIAL JUSTICE, by
Empowering women in all parts of Syrian society, including the business sector
Abolishing all discriminatory practices e.g. against Kurdish population in the al-Jazeera region
Devising effective labor market policies and programs, and enhancing the social security system
Ensuring freedom of association to stimulate the formation of civil society organizations
