Focal Point: Mr. Abrahim Miro
Lead Organization: EU Commission
The purpose of this theme is to communicate and organize with Syrian and international partners and donors to prepare for the re-structuring of the economy and development in Syria, guarantee sufficient cash liquidity that prevents the Syrian economy from collapsing, determining human development needs, managing the national Syrian economy, and and getting financial support from contributing countries and donors to help in the reconstruction ofSyria. This should be done while committing to the independence of Syrian authority and without breach to national sovereignty by trying to find institutions and countries that would like to contribute and invest in Syria without terms, limitations, or economic subordinations which would cause it to leave the helm of the state administration to other conflicts that would control the lives of the people and the fate of the national economy that is owned by all the people of Syria and should remain in custody of Syrians.
This theme will concentrate on trying to find sources that fund reconstruction projects with utmost transparency and independence through a number of proposals:
-
First: Funding part of the reconstruction bill from the money confiscated from Assad and his family.
-
Second: Funding from money retained in European banks for regime members.
-
Third: Inviting and encouraging businessmen and wealthy capital-owning Syrians abroad to return and invest inSyria.
-
Fourth: Trying to obtain loans with minimum interest rates to avoid drowningSyriain debt.
Future Projects this theme will work on:
-
Placing the correct methods for donors and contributors to encourage them to offer support with transparency and clarity, far from bribery and favoritism that was prevalent during the rule of Assad regime.
-
Signing contracts with donors and international independent institutions that worked previously inSyria, such as the European Commission, GCC, UN, International Monetary Fund, Islamic Development Bank, and others.
-
Establishing a Syrian National Fund for reconstructingSyria.
-
Establishing the Syrian Bank of Competencies and Expertise, to invest in national and local Syrian cadres.
-
Establishing and financing projects that empower women and youth to be part of development and advancement programs.
